From Admin to Accountability

The new HMRC Agent Services rules coming into effect on 18 May 2026 are being viewed by many firms as an administrative change.

In reality, they represent something much bigger:

A significant shift in accountability around how SDLT positions are assessed, evidenced and defended.

For many law firms, the real challenge is not registration.

It is whether current SDLT processes would stand up to scrutiny if challenged by HMRC.

That includes being able to demonstrate:

  • why a particular SDLT position was reached
  • what internal process and oversight existed
